Year 2000 Candidates for the Board of Directors
 
If you are interested in becoming a CHRVA Board Member, please check out the Election Process.  Your nomination must be received by the Chair of the Nominations and Elections Committee by April 1, 2000 to be included on the Official Candidate Slate.  If, by the deadline, there are still more available seats than candidates, nominations will be accepted from the floor during the Annual General Membership Meeting.

Since there are seven (7) available seats on the Board and only five (5) names on the Official Candidate Slate, nominations will be accepted from the floor during the Annual General Membership Meeting.
 
The following tables provide information about the individuals seeking election to the CHRVA Board of Directors for the year 2000.  Both tables specify whether or not the candidate is currently on the Board (Incumbent) and presents some personal comments as a means of introduction.  If available, a picture has also been posted.  Please plan on attending the Annual General Membership Meeting to vote your conscience.
 
The Official Candidate Slate is a table that identifies all candidates who have met the nomination requirements specified in the CHRVA Bylaws by the April 1, 2000 deadline.  The Preliminary Floor Nomination List is a table that identifies members who have given notice of their intent to seek nomination from the floor during the Annual General Membership Meeting.  As a member seeking floor nomination, you are not required to place your name on the floor nomination list prior to the meeting.  However, doing so will give the membership an opportunity to become familiar with your face and personal information.

Over the years, I have been involved in all aspects of the game of volleyball. As a Board member, I plan to apply my management and organizational skills to ensure CHRVA becomes as efficient and responsive as possible to the volleyball community at large.  I can bring experience, focus, optimism, meticulous attention to detail, and a dedicated work ethic to every project I tackle.  I believe constant communication and interaction with members of the Board and players are the key to a great volleyball experience for all.  By encouraging better communication, we can clarify possible misunderstandings and pre-empt problems before they occur.  Ease of operation and enhanced player understanding should be priorities. 
  
I am, or have been, a player, coach, referee, scorer, rater, clinician, manager, and statistician.  As a player, my volleyball experience started in the 8th grade.  In 1978, my Frederick Douglass team was Prince George’s County champions.  My love for the game of volleyball had commenced.  I later made the high school varsity team, and we were second in the state of Maryland my senior year.  Since I was considered too short to play for many Division 1 college teams such as Georgetown, I decided to remain involved in the game by serving as the team’s statistician.  My sophomore year, however, I was “discovered” and became a defensive specialist before injuring my knee.  I played at Georgetown for two years. 

After graduation, I continued my involvement with volleyball.  I have played USAV for roughly 13 years and am currently a member of Middle River’s Women’s A team. I have also played in numerous women’s and co-recreation leagues over the last 18 years.  Not only have I played volleyball, but I have often volunteered to coach.  I helped coach several juniors programs in the past, including teams affiliated with Capitol, Deerfield, and South Bowie.  I now coach a Women’s B USAV team. 

I am a certified USAV Regional referee and scorekeeper.  For approximately the last seven years, I have regularly volunteered to rate candidates and generally assist in the clinic process whenever asked.  This season, I arranged for and conducted at least four private scorekeeper clinics to provide players and clinicians some much needed flexibility.  I am currently reviewing Women’s A scoresheets.  On numerous occasions, I have assisted Tournament Directors at Regional events, ensuring their smooth operation and determining all-tournament teams. 

For 10 years, I used my management and organizational skills to ensure the smooth operation of registration at Columbia Doubles outdoor events.  I was one of six original members to take on such an exciting project.  We successfully managed some of the largest men’s, women’s, and coed grass tournaments on the east coast.  I have also volunteered many times to help Mid-Atlantic Volleyball in the management of its registration process. 

As a member of the CHRVA Board of Directors, I would use my past experience and involvement with volleyball to increase the enjoyment of the sport at all levels.

I am relatively new to the sport of volleyball as I only began playing recreationally about 7 years ago in local DC leagues. Two years later, in the 1995-96 season, my friends and I happened upon a USAV volleyball club and started playing with them.  Since that inaugural USAV season, I have continued to play volleyball in leagues throughout DC and Northern VA as well as through CHRVA.  
  
In addition, I have entered the officiating ranks, initially as a player and now as a paid official. In 1998, I became certified as a National Indoor Scorekeeper and in 1999, I received my National Outdoor/Beach Scorekeeper and Regional referee patches. For the last several seasons, I’ve assisted with the training and certifying of scorekeepers in our region by working at clinics, fellowships and most recently as Scorekeeper Recertification Assistant and Chair of the Scoresheet Review Committee. 

I look forward to furthering my involvement with CHRVA and USAV as a player and official.

My activities on the board have been, and if I'm elected will continue to be, focused on increasing the opportunities for broad membership participation  in the development of CHRVA policies and programs.  To that objective I served on the committee rewriting the bylaws, with particular emphasis on establishing a more user friendly voting process e.g. a mail in or email ballot.  I will continue to conduct surveys of membership expectations, suggestions, and needs to assure that program and policy decisions are based on membership desires.  
  
With 40+ years of playing experience I am acutely aware that Volleyball is a whole-life sport and I will suggest, encourage and support the variety of programs and activities needed to meet the broad range of membership needs.

Here are some facts about me that many people in the region are already aware of:

  • coach for at least one volleyball camp each summer since 1978, including U of Md Volleyball camps under both Barbara Drum and Janice Krueger, CHRVA camp in Lewes DE and coach/asst. director of MVP boys and adult camps 
  • high school girls, coed and boys volleyball coach at Kennedy Sr. High in Wheaton, MD since 1980
  • coach of Maryland Volleyball Program Jr. Olympic boys volleyball teams since 1986
  • member of CHRVA Board of Directors 1986-1996
  • coach of Chinese women's volleyball team off and on since 1987 and director of Washington women's Chinese street tournaments in 1989 and 1995

JoBeth Killough
Since my election to the CHRVA Board of Directors, I have served as the Region's Secretary and on the Personnel Committee.  My involvement in the Region also extends to the Tournament Scheduling Program where I was the Womens A Division Tournament Coordinator for several years and I am currently serving as the Mens A/AA Division Tournament Coordinator.  My interests lie mostly with providing management of the Region's business through strong organizational skills, leadership, experience and knowledge of the rules that govern our organization.  I also value ensuring that the members of the Chesapeake Region are provided a fair and pleasant experience during their participation in volleyball tournaments. 
  
As a member of the Chesapeake Region for 11 years, I have been a player, scorekeeper, referee, Division Tournament Coordinator and Board member.  I feel by acquiring experience in many areas of the Region's operations that I can be an asset to the CHRVA members by continuing as a Board member.

I have been asked to provide some background information on myself, and my desire to serve as a member of the CHRVA board of directors.  The following paragraphs will briefly details my volleyball experience and participation. 

For many a year now, I have been involved in various aspects of the game of volleyball.  I was first introduced to the sport while working and attending college in British Columbia, Canada. 

As a student at the University of British Columbia (UBC - 1993-1995), I was recruited directly from a pick-up game of basketball, by the volleyball coach.  I did not know that there would be some much needed adjustments to convert over from basketball to volleyball.  Unbeknownst to me, at the time, so would begin an ensuing passion for the sport. 

Throughout my years at UBC, I had the distinct pleasure of participating in two Canadian Invitational Sports Meets (CISM).  These meets are equivalent to the U.S. Nationals; where the Canadian national team members are drawn.  During the 1993/94 and 1994/95 seasons I was fortunate enough to be a member of the gold and silver medal team, respectively.  Besides my playing responsibilities, I also had the opportunity to serve as the head referee for the Queen Charlotte Islands (QCI) region of British Columbia.  As the name implies, I was responsible for the coordination of training and scheduling assignments of the region's referees.  In this position, I served as a member of the rules interpretations committee; responsible for ensuring that the rules of the game were adhering to the times, and remained easily understandable. 

These times were rather fulfilling; but, alas all good things must come to an end.  Or at least that was my general perception upon graduation.  I was scheduled to report to law school at U.C. Berkeley.  To my surprise, upon my arrival in California an opportunity arose which I was unable to put off.  I became the coach of the boy's varsity volleyball team at Seaside High School (Seaside, CA).  A six month deferment, from law school has proven to be a highlight in my memories of personal triumph.  The boys, who were initially ranked 68th in the state, surprisingly catapulted into the top 20 by season's end. 

I moved to the Chesapeake region in the winter of 1995 to complete law school at Georgetown University.  Upon arrival I located some old friends who pointed me in the direction of the CHRVA.  Since that time I have been an active participant in the region.  I have been a playing and non-playing referee and scorekeeper.  I have been a player and/or coach for some teams within the region, such as, Evolution (MA), ABC (MBB), Anarchy (MA), No Touch (WA), NV US (WA), and SWVC Synergy (W40s). 

Since my initial registration, I have been a certified referee and scorekeeper within this region.  I continually volunteer my time to assist the fellowship chairperson, as a rater of referee and scorekeeper candidates.  To date, I have not missed a season as a rater; and I am anxiously anticipating expanding my role. 

Outside of USAV, I have held some additional positions within the volleyball community.  One position in particular is that of the Volleyball Commissioner at the Volleyball House in Columbia, Maryland.  The responsibilities for this position entailed the coordination of referees; to include scheduling, and training, league alignments and maintenance, and sanctions and protest committee chairman. 

I trust that the above excerpts have given you a synopsis of my extensive involvement in the volleyball community.  I would like to close my biography by summarizing the contributions I feel I can make to the board. 

Those areas which I plan to concentrate my efforts are leadership, focus, and direction. I am referring to an effective communicator who can inspire others to strive to achieve the goals set by our members. 

As an active member of the bar, I often find myself in the role of an advocate for those who are not often heard.  Now, I am on the verge of having an opportunity to act as a voice for our members. 

I am looking forward to serving you, the members of this region, as a member of the CHRVA board of directors.

Scott"Scooter"Shipley Currently a Certified Regional Referee.  I have entered into the Referee Development Program and hope to improve my skills as a Referee and as a leader both on and off the court.  My intentions as far as officiating goes is to "GO FOR IT".... I want to obtain the International rating but I will be just making it under the age limit wire according to the guidelines set forth for the "National" level certifications. 
  
Although my involvement with volleyball has only come in the last few years, let me just say that I "Married" volleyball.  My entire In-Law family is involved in one way or another:  
    Wife-- Coaches High School, plays BB in CH Region, plays Co-Ed rec. ball, plays women's rec. ball 

    Sister In-Law-- Coaches High School, Coaches Juniors club team in CH Region, plays rec. ball 4 nights / week 

    Sister In-Law-- Coaches High School, plays on women's rec. league 

    Mother In-Law-- CH Region Regional Referee, NFHS Certified Referee, NAGWS Certified Referee, plays on Co-Ed rec. league, plays in Senior Olympics in Volleyball 

    Father In-Law-- Former CH Region Referee, Former NAGWS Certified Referee, plays on Co-Ed rec. league, plays in Senior Olympics in Volleyball 

    Me-- CH Region Regional Referee, NFHS Certified Referee

I have just finished working the NEQ here in Baltimore and will be traveling to Penn State Memorial Day Weekend to work the East Coast Championships.  I hope to move up to the Jr. National level as soon as I am eligible.  I am planning on Coaching a women's BB team in the CH Region next year and hope to work as much as possible with a family as involved as mine, and 2 small children, Cameron 2 yr. old, Eric 1 yr. old and just found out Thurs. evening..... one more on the way.  SSHHHHH!!!  It's still a secret!  Working on an entire team! HAHA  I'm trying to start them early.  
  
Although I am a "newbie" to the region, I feel that I have a lot to offer and would be honored to serve on the Board of Directors.

Volleyball -  Director and  Coach of the Cecil Volleyball Club. CAP II certified. Started playing volleyball in the early 70's.  Involved with Juniors Program since the early 90's. CHRVA Juniors Administrator since 1999. High school coach.  
  
Platform - With email, voice mail, web sites and teleconferencing, our ability to diseminated information and reach decisions should be much faster than it is. Our current procedures do not utilize these technologies to the extent they should, consequently decisions lag and communication falters under the requirements of outdated systems.  
  
I would like to streamline our procedures to speed decision making and communications enabling the Board to provide better service to the Region and it's players.
