Well folks, get ready for the regular season, because it is here already. New rules, new mechanics, new scoresheets. We got off to a “ruff” beginning in the clinics, but we WILL manage through the rest of the season. Please pay particular attention to the sections regarding CLINICS, and SANCTIONS below. They contain some reminders for all referees and scorekeepers.
 
CLINICS:  I hope that all of you took the opportunity to attend one of the many weekday night or weekend clinics that were offered last fall or in January to ALL referees and ALL scorekeepers. Please be mindful that
ALL REFEREES are required to (re)certify as scorekeepers this season! We will be checking those who are or should be dually-certified, to ensure that all referees have completed their scorekeeper recertification. If you were unable to attend a clinic last fall or during January, you will have to wait until next fall to (re)certify.
 
PLAYER REFEREES:  Remember to check in with the Head Referee at each tournament in which your team may be playing. Schedules can change at a moment's notice, so be prepared to begin working as soon as you arrive at the playing venue. The referee work schedule should be posted conspicuously near the Head Referee's corner. 
 
THANKS to Raters:  I want to extend a personal THANKS!!!!! to the many officials, both referees and scorekeepers who assisted in the training of new referee and scorekeeper candidates in our Fall Fellowship tournaments: They all deserve a BIG round of applause:

CONGRATULATIONS to three of Chesapeake’s Regional Referees who will be travelling to Tampa Florida to seek their Junior National Referee rating:  Steve Burinsky, Mark Nash and JoAnn Peters. Good luck to all!!
 
NEW RULES:  As a reminder, there are several new rules for this season, in addition to rally scoring for all games. Don’t blink, but there will be more changes for next season (stay tuned).
    SUBSTITUTIONS: In all divisions other than Open, teams will have 15 team subs, and each player has unlimited entries, not to exceed the team maximum.
     
    EXECUTION OF THE SERVICE: The server must contact the ball within 8 seconds after the first referee authorizes the service. The server may make only one toss for serve (except for 14 and under juniors, who will continue to have “one free toss”).
     
    SANCTION ADMINISTRATION: Administration of individual sanctions now requires that the First Referee call the offending player over to the referee stand and verbally tell the player why he/she is being warned or sanctioned. Bench personnel warnings/sanctions are communicated by the First Referee to the team captain. Make sure we are letting the players know that they are being warned or sanctioned. This procedure will also ensure that the Second referee and Scorekeeper are aware of something going on that they should be part of. Just a reminder, penalty sanctions are now signaled by the showing of the yellow card and continues to result in a loss of rally (point to opponents). Expulsion is now signaled by the display of the red card (no further penalty). Disqualification is now signaled by both yellow and red cards displayed together.
     
    WARM-UP PERIOD: We will ALWAYS have a ten-minute interval between matches. However, the warm-up protocols will be different for adults and juniors:
       
      Adults will have SHARED use of the entire court for the entire 10-minute period, including hitting, unless the captains do not agree to share, in which case the remaining time after the captains meeting will be equally divided for NON-SHARED hitting.
       
      JUNIORS will have 2 minutes of non-hitting activity, with two 4-minute periods of NON-SHARED hitting, the first for the serving and the second for the receiving team (in that order). If there is not 8 minutes remaining in the 10-minute interval, then the remaining time will be divided between the two teams.
       
    SHARED HITTING:  All referees should ensure that adult teams that are warming up with shared hitting are NOT hitting over the opponent’s setter. Rather, make sure that the teams are hitting more or less “down the line”.
     
    SIGNALS:  Remember that the First Referee should be signaling to whom the ball goes to, followed by the fault that caused the loss of rally. If the Second Referee whistles, he or she should indicate the fault, the team/player and to whom the ball goes; the First Referee would only be signaling to whom the ball goes.
