REFEREE (RE)CERTIFICATION REQUIREMENTS
Just as a reminder, ALL certified referees
are required to attend an annual USAV or USAV/PAVO referee clinic and pass
the exam (90 is passing). In addition, ALL certified referees are required
to be dually-certified as scorekeepers (Provisional, Regional, or National)
so that they are proficient in the use of the new scoresheet. Make sure
that you look at the Officials’ Webpages for the clinic dates and locations
around August and September of this year.
RULES, MECHANICS, AND CLARIFICATIONS
The 2000-2001 Competition Season has already
created some questions about “typical” issues:
Libero + 12 Substitutions
In all competitions, teams will have the use
of the Libero but will be limited to 12 team subs; each player has unlimited
entries not to exceed the team sub maximum. Teams must designate their
Libero player at the beginning of each match on the lineup sheet. Use of
the Libero will require an additional scorekeeper “helper” sitting at the
table to keep track of the Libero- backrow player replacements. Both referees
will need to be on the alert for the Libero-backrow player replacements
as well.
“Let Serve”
If the served ball contacts the net and continues
into the opponents' court, play continues. If the served ball does not
enter the opponent’s space via the crossing space, then the service is
declared a service fault, with a resulting loss of rally. The server still
may make only one toss for serve (except for 14 and under juniors who will
continue to have “one free toss”).
“Blocker”
“Blocker” has been re-defined so that a player
is a blocker if he/she is near the net and has part of his/her body above
the top of the net at the moment of contact of the ball. If the player
is near the net but is not above the top of the net, and the ball contacts
the player, then that contact is simply the 1st team hit. This rule applies
equally to collective (multiple player) blocks.
Multiple Hit on 1st Team Contact
Do NOT whistle a double hit fault on the 1st
team contact, regardless of what direction the ball takes, unless there
was more than one effort to play the ball. Many of us in the past called
these 1st team contacts as a “held ball” when in fact the ball was hit
multiple times. Remember, multiple contacts on the 1st team contact are
LEGAL now. “Held ball” should not be called unless the ball visibly stops
or comes to rest on a player.
Held Ball
If the ball stops or comes to rest on any
part of a player on any team contact, then the fault indicated should be
“HELD BALL.” Many referees mistakenly signal a “two-hit fault” for a ball
that was held.
Multiple Contacts
Multiple contacts on 2nd or 3rd team hits
are FAULTS and should continue to be called. Again, the fault should be
properly identified as a “Double Hit” and NOT as a “Held Ball,” unless
the ball actually stops.
Warm-up Period
In ALL competitions, the interval between
matches will be 10 minutes, no more and no less. The warm-up period for
adults will again consist of four minutes of shared non-hitting followed
by six minutes of shared hitting, unless the team captains do not agree
to share the hitting time, in which case each team will have three minutes
of hitting alone. The warm-up period for juniors will consist of two minutes
of shared non-hitting, followed by four minutes of non-shared hitting by
the serving team and then four minutes of non-shared hitting by the receiving
team. Team Referees please do your best to get the captains meeting finished
and the warm-ups started immediately after you play.
Touch Signal
Look in the 2000-2001 Rulebook, page 70. With
arm on faulting team’s side held vertically with palm facing back, simply
brush the opposite hand across the top of the fingers in a horizontal motion.
Service Authorization (Beckon)
Hold you arm out like the “Loss of Rally”
signal, pointing to the serving team. Whistle for service and bring the
hand to the opposite shoulder, bending at the elbow.

We have a lot of challenges this season. As
always, I am open to comments regarding the Playing Rules, protocols, or
anything else of concern. The USAV Rules of the Game Commission relies
upon the Regions' input when making decisions about rule changes. Therefore,
if there are changes you feel strongly about, let either me or Anne Hughes
(CHRVA Commissioner) hear your comments.
