     The clinics and fellowships are over and the regular season for everyone has begun! We have had a great turnout for referee candidates among both adults and juniors. As this edition of DIGS goes to print, there are 295 certified Recreation, Provisional, Regional, Junior National, National, and International referees in the Chesapeake Region. So far this season, more than 350 individuals have attended the Youth/Junior referee clinics and qualified to officiate in Junior Girls’ competitions. Congratulations to all! 

     I have heard reports that some individuals may have been refereeing or scorekeeping without certification. I hope these reports are only rumors. As always, anyone who referees or scorekeeps without certification WILL BE FOUND by our scoresheet monitors. Sue Wainio-Oato and I would prefer not to have an incident of uncertified officiating by a team referee or scorekeeper keep a team out of Regional competition. If you are uncertain about your referee status, please contact me immediately, preferably via e-mail lawrence.h.liden@bge.com , or phone (410-787-5107 work or 410-551-4799 home). 

     Remember to check in with the Head Referee at each tournament in which your team may be playing.  Schedules can change at a moment’s notice, as we all know. Please be prepared to begin working as soon as you arrive at the playing venue. The referee work schedule should be posted conspicuously near the Head Referee’s homebase.

     NEW REGIONAL REFEREES:  Congratulations to the ten individuals who were recently upgraded to Regional referees: Rodney Anderson, Monika Deckers, Bill DeVuono, Johnny Hsiung, Craig Keiki, Joe Konrade, Jim Kriebel, Chuck Markus, Otto Peelen, and Brant Scalan. 

     CERTIFICATION PROCESS AND REQUIREMENTS:  There seems to be some lack of understanding about the certification requirements for referees. Unlike the Regional scorekeeper certification, which is renewed every two (2) years, ALL referees and candidates must (re)certify each year. The (re)certification process includes 

    [1] attendance at either an ABO or USAV referee rules interpretation clinic; 

    [2] PASSING the annual referee exam; 

    [3] obtaining the requisite number of passing ratings (for new and existing referees), and 

    [4] maintaining your scorekeeper certification.  Do not attempt to keep score or referee if you have not completed these requirements this season!

     RECERTIFYING REFEREES:  To maintain certification, all referees must obtain two evaluations/ratings during the regular season. You may do this by identifying yourself to the Head Referee when you arrive at a tournament. The Head Referee will schedule you for two (2) assignments: 
    [1] when you would normally referee, and 

    [2] when your team would provide a work team to assist the non-playing referee.

     The Head Referee will conduct (or assign someone to conduct) your rating. It is your responsibility to ensure that you are getting these yearly reviews!! 

     OFFICIALS HOME PAGE:  Charles Ezigbo and Corny Galdones have been masterful in providing a great forum and mountains of training material on the CHRVA Officials’ Home page. Check out on this site on the Internet at:  http://www.erols.com/chezi/officials/home_page.htm.  You will find more information than you can absorb in an entire day of reading. There is information on volleyball officiating in other regions, as well as in Chesapeake. 

     CHESAPEAKE REGION REFEREE ASSIGNOR:  Those of you who are looking to work a tournament or two (or four) should give Mary Anne Creech a call (at 703-904-9250) or e-mail (at creech@erols.com). Mary Anne is our assignor for this season and she has lots of opportunities for you to work USA Volleyball tournaments. If you are interested, please call Mary Anne. We can use the help, especially now that the Junior Girls have begun their season. 

     RULE INTERPRETATIONS:  If you have a question about a rule interpretation, contact Wil Creech (at 703-904-9250; creech@erols.com) for clarification. There have been a couple of clarifications so far this year.  Most notable are the following: 
    “Temporary Service Zone and Player Position” -Players must be on the court, defined by the center, side and end lines, at the moment of service, except for the server. On courts where there is a “temporary” service zone that extends into the regulation court, players other than the server may be in that “temporary” service zone, as long as they are inside the boundaries of the regulation court. Facilities in which this may occur are Middle River and Volleyball House (courts 4, 5, and 6). 

    “Uniform Numbers” - Several teams and individuals have asked about the requirements for the uniform numbers on players’ jerseys. Please refer to Rule 5.1.3 in the 1997-98 (or the 96-97) rule book for the specifics of the placement of numbers on the jerseys.  Be advised, however, that it is our Region’s policy that we are not going to bash a team because the numbers are not exactly located as prescribed in the Rules.  However, the numbers must be located so that they are visible to the scorekeeper and both referees.  Jersey numbers should also be a minimum height of four inches on the front and six inches high on the back of the jerseys. All numbers MUST be a “different and contrasting color” than the jersey.
