     The clinics and fellowships are over and the regular season is well underway! We have had great success in the turnout for referee candidates among both the adult and juniors. As of today (2/12/99) there are 297 certified Recreation, Provisional, Regional, Jr. National, National, Retired National, and International referees in the Chesapeake Region. In addition, over 350 individuals have attended the Youth/Junior referee clinics held so far this season, to qualify to officiate in Junior Girls’ competitions.      PLAYER REFEREES:  Remember to check in with the Head Referee at each tournament in which your team may be playing. Schedules can change at a moment's notice, so be prepared to begin working as soon as you arrive at the playing venue. The referee work schedule should be posted conspicuously near the Head Referee's corner.
 
     NEW PROVISIONAL REFEREES:  Congratulations to the newest group of referees who have completed their certification requirements for the PROVISIONAL rating:  Donald Badrak, Kathryn Brewer, Melinda Castro, Jeffrey Davis, Amanda Dijkstra, Thanh Du, John Gannon, Tracy Gillin, William Hickey, Cindy Hillard, Eric Kihn, Bruce Krafte, Tammy McClendon, David Metzler, Shera Moxley, Eric Nickerson, Scott Norrholm, Michele Polich, Sabine Pontious, Steve Rogan, Judy Schandua, Eric Schutt, Jeannie Seo, Scott Shipley, John Singleton, Mayela Subido-Jarvis, Wayne Summers, Katrina Terry, William Thomas, and Ireen Voeller. 
 
     Just a reminder to those candidates who have not completed their 3 passing (i.e., definitely or probably qualified) ratings, they have until the end of March to complete their ratings. The process is as follows:
    1. Player candidate referee competing at a tournament with your team. Your team must pay the $50 for not having a certified referee.  This must be paid to the tournament director prior to your team’s first match. IDENTIFY YOURSELF to the Head Referee. The Head Referee will schedule you as a player referee for your team, in one of your team’s work assignments, and will assign a rater to your match. The rater will be paid the normal match fee.

    3. Candidate referee (player or non-player) at a tournament, not competing. Identify yourself to the Chief Referee, who will schedule you in place of a team’s player referee. You must pay the Chief Referee $10 for the rating.

     NEW REGIONAL REFEREES:  Congratulations to the twelve new Regional referees who were upgraded during the previous several months: Kelli Auletta, Carla Bunner, Bruce Burris, Kevin Buter, Mike Cerny, Phyllis Coleman, Stacey Collins, Ward Kostek, Steve Lenderman, Jeff Mazerski, Rudy Quinones, and Tim Stubbs.

     REFEREEING OPPORTUNITIES:  Chesapeake Region Referee Assignor: Those of you who are looking to work a tournament or two (or four) should give Mary Anne Creech a call (703-904-9250; creech@erols.com).  Mary Anne is our assignor again for this season and she has many available spots to work USA Volleyball tournaments. If you are interested, please call Mary Anne. We can use the help, especially now that the Junior Girls have begun their season.

RULE INTERPRETATIONS:  If anyone has a question about a rule interpretation, you should contact either Wil Creech (703-904-9250; creech@erols.com) or me for clarification.
 
     A couple of reminders about some of the questions that have come up already this season:
    “Service Tossing Error” (Rule 17.6) - No more “one free toss and drop”, EXCEPT FOR 14 & under players!!  If you throw or drop the ball after a beckon for service, it is a service toss error - loss of serve!!
     
    “(Back Row) Attack Hit” (Rule 18.4.3) - An attack hit by a back-row player from the front zone when the ball is above the top of the net at the moment of the attack hit is ILLEGAL. Be aware of back row setters who are directing the ball (above the net) towards the opponents’ court or into the plane of the net and the ball is either contacted by an opponent or goes completely beyond the plane of the net into the opponents’ space.
     
    “Authorization of the Service” (Rule 17.4) - make sure that the server has possession of the ball and the teams are ready, before you whistle & beckon for the serve. Please, no quick whistles, especially when there is no one in the service zone with a ball in their hand(s)!!!
     
    “Temporary Service Zone and Player Position” -Players must be on the court, defined by the center, side and end lines, at the moment of service, except for the server. On courts where there is a temporary” service zone that extends into the regulation court, players other than the server may be in that “temporary” service zone, as long as they are inside the boundaries of the regulation court. Facilities in which this may occur are Middle River and Volleyball House (courts 4, 5& 6).
     
    “Uniforms” - Uniforms must be similar, i.e., basically, team shirts and shorts should be pretty much the same.  See the memo, which has been posted on the Regions’ Web page, from Dick Smith and me for specific guidance.
     
    “Characteristics of the Hit” (Rule 14.4.1) - YES, you may use your foot to contact the ball, under USA Rules. 
     REGIONAL CHAMPIONSHIPS: are being held during April and May. We will be staffing these Championships with all non-playing referees, for all matches. I will be requiring ALL referees, not just Regional and National types, to assist in staffing the Regional Championships. Look for a solicitation from me in the mail by late February. Referees who participate in the Championships will receive monetary reimbursement; the amount will be approximately a “normal day’s pay”.
