     The 1997-98 season finally came to a close after the Regional Championships and an assortment of post-season competitions by the Juniors. The 1998-99 season is right around the corner, with the clinics holding a few new twists this year. Everyone, including all certified referees and scorekeepers, must attend recertification clinics, so that all (scorekeepers) can be certified on the newly revised scoresheet. This may be a minor inconvenience, but it will avoid problems later during the season when you look at unfamiliar sections in the new scoresheet. Please note that currently-certified referees will receive the new scoresheet instruction in their (mandatory annual) referee recert clinic. 
 
     Referees will not have to attend an additional scorekeeper recert clinic! Make your plans early to attend one of the clinics listed on page 5. Do not wait until the very last moment prior to December 1, or you will not be able to referee for your team until you have attended a clinic. As we have done in the past, existing referees who are unable to attend one of the many pre-season recert clinics will be able to attend one of the junior’s clinics, but will not be able to referee until they have attended the clinic.

     I want to give all those referees who participated in the Regional Championships a well-deserved THANKS!  For your general information, we had a total of 80 referees (Provisional, Regional, Jr. National, and National) work at the Regional Championships. These hard-working folks covered all assignments on 52 courts at 11 different venues during the 7 days of our Championship Tournaments. I was again, very pleased to hear good things about the quality of refereeing at all the tournaments. 1998-99 Clinic News 

Tough news 

  1. EVERY referee must attend a clinic and complete the exam. No clinic attendance - NO (re)CERTIFICATION!!!;
  2. EVERYONE, referees AND scorekeepers must attend a recert clinic this year to be qualified to keep score using the newly-revised scoresheet; 
  3. WARNING, there will again be a $50 NO TEAM REF penalty fee for all teams that do not have a CERTIFIED referee identified on their entry form as their team’s referee.
Good News 
 
     We are going to have more clinics in the Fall than ever before! These will include combined ABO/USAV clinics in August and September, USAV/CHRVA referee/scorekeeper (new & recert) clinics on WEEKENDS in OCTOBER (both recert and new referees and scorekeepers), and recertifying clinics for both referees and 2nd year scorekeepers on WEEKDAY NIGHTS during October (and maybe November).  The Officials HOME PAGE (for Internet explorers) is linked to the Chesapeake Region home page at: http://www2.ari.net/usavchr/index.html. Check the Officials Pages for frequent updates on clinic dates, locations and times. It will have an up-to-date listing of clinics (both regular and Youth/Junior) and Fellowship tournaments scheduled for the Fall/Winter
 
Congratulations 
 
     Congratulations to several Chesapeake referees: Azam Smith and Ken Matz were awarded their USA National Referee rating at the US OPEN in Tucson. Robin Lamott (Tampa Qualifier) and Eric Hoffman (Northeast Qualifier) were awarded their USA Jr. National Referee rating over the Easter Break in April. Super job, everyone! 
 
Certification News 
 
     ALL currently certified PROVISIONAL through REGIONAL referees, who had completed all their referee requirements during the past season should have received a certification card from me. If you did not receive a card, then you did not complete the requirements for certification!! If you do NOT have a card signed by me, you need to contact me (Larry Liden) ASAP, to find out why. In many cases, the individual failed to complete a small detail, such as the completion and submittal of either their scorekeeping or referee exam(s) to the appropriate person. We found in a few cases that the individuals were not registered with the Region. 
 
Certification Requirements 
 
     All referees must: 
    1. be currently certified as a provisional, regional, or national scorekeeper or be in the process of becoming a provisional scorekeeper; 
    2. be a currently certified referee or be in the process of becoming a certified referee; 
    3. attend an annual referee rules interpretation clinic; 
    4. pass the referee exam; and 
    5. successfully complete the practical evaluation and rating process at fellowship tournaments (new referees) or during regular season tournaments (existing referees).
Advancement Opportunities 
 
     Provisional Referees who desire to progress up to Regional status need to send Larry Liden a short letter of intent. Your letter should include a short volleyball biography, what your refereeing experience has been for the past 2-3 years, and a short statement about WHY you want to become a Regional referee. A January 1998 tournament will be selected at which upgrade evaluations will be conducted. 
 
     Provisional and Regional referees who want to improve their refereeing skills and possibly progress into the National scene, should contact Corny Galdones , the coordinator of Chesapeake’s Referee Improvement Program (703-491-5520) for details. Corny will be hosting Advanced Referee Program clinics at one or more of the Fall clinics - look to the Officials HOME PAGE for where and when.
