     Get ready folks, the coming preseason is going to be full of activity, with MANY clinics for both referees and scorekeepers (ALL referees must maintain their scorekeeping certification). 
 
Referee Certification Requirements 
         Clinics - All certified referees will be required to attend the scorekeeper recertification clinic THIS SEASON, to familiarize you with the new scoresheet and rally scorekeeping. While those who are simply scorekeepers have the option to attend/renew this year or next, ALL referees must be proficient in the use of the new international scoresheet for the upcoming season. This will require you referees to attend for an entire clinic day. Juniors’ referees are especially encouraged to attend any of the fall clinics for recertification or to become certified as a new Provisional referee or Provisional scorekeeper (remember to attend the scorekeeper clinic as well).  Attendance at one of the fall clinics satisfies the clinic requirement. Existing referees who are unable to attend one of the many pre-season recert clinics will be able to attend one of the junior’s clinics, but will not be authorized to referee until they have attended the clinic.
New Referees 
    New referees must attend both a new referee AND a new scorekeeper clinic, successfully pass both exams and attend one or more Fellowship Tournaments to successfully pass the practical “on-the-job” evaluations (ratings) as a first referee (three ratings) and as a scorekeeper (two ratings). Fellowships 
    We have scheduled several fellowship tournaments already for November. We anticipate that there will be several other fellowships sponsored by other clubs/teams. Our goal will be to have all fellowships used as training-certification tournaments. The fellowship season will be challenging since there will be a new scoresheet for everyone to become familiar with, as well as major changes in refereeing mechanics that will need to be practiced. The full information about fellowships will be discussed at clinics and on the CHRVA Officials Webpage.  I encourage everyone to take advantage of these training/practice tournaments to become familiar with the new “look” of volleyball officiating. 
Regional Championships (Thanks) 
    I want to extend a personal THANKS!!!!! to the many referees who worked the 1999 Regional Championships. We were able to completely staff each tournament with non-playing referees.     Congratulations to Stacey Weitzel, Tracy Shadle and Brian Strong for completing their Junior National certification in New Orleans. Congratulations also to Diana Zabetakis and Glenn Reid for being invited to next year’s US Open Championships as USA National candidates.
New Rules 
    There are several new rules for this season, in addition to rally scoring for all games. We will be discussing all new changes in detail at the fall clinics. Come prepared to ask lots of questions. 
     
    Substitutions:  In all divisions other than Open, teams will have 15 team subs, and each player has unlimited entries not to exceed the team sub maximum. 
     
    Execution of the Service:  The server must contact the ball within 8 seconds after the first referee authorizes the service. The server may make only one toss for serve (except for 14 and under juniors, who will continue to have “one free toss”). 
     
    Sanctions:  Administration of individual sanctions has now changed to allow for verbal warning(s) without the display of a yellow card by the first referee. Penalty sanctions are now signaled by the showing of the yellow card and results in a loss of rally. Expulsion is now signaled by the display of the red card (no further penalty). Disqualification is now signaled by both yellow and red cards displayed together. 
     
    Libero:  Don’t get your hopes up folks!! The libero is only authorized for Open division competitions. It will NOT be used in other divisions, although it would be interesting and make for a lot of confusion among the officiating crews who might not be familiar with the zipping in and out of the libero/player combinations.
Rally Scoring 
    Rally scoring is with us. It is just as exciting as “regular” volleyball scoring, but will present a challenge to both referees and scorekeepers to keep up with the flow of the game. First referees are going to have to be especially watchful of scoreboard flippers to ensure that the visible score changes after every rally. Likewise, the scorekeeping crew will have to be on their toes to keep up with the awarding of a point each and every rally. 
     
    First and second referees will no longer be signaling “point”, only “sideout”. This may require a curtailment of involved conversations at the scorekeepers’ table. Non-deciding games are won by 
    one team scoring twenty five points, with a margin of two. Games no longer have point caps. 
     
    Deciding games in 2/3 or 3/5 matches are won with 15 points and a margin of two.
