To become certified or re-certify as a Junior Level 1 Referee you must do the following:
- Be a current member in good standing within Chesapeake Region - USA Volleyball.
- New referees must attend a Junior Referee Official’s Clinic. Junior referees that were certified in the 2010-2011 season need to watch the on-line clinic only and do not need to attend a referee clinic in person.
- Take and correct to 100% the approved USA Volleyball Form "C" written test for referees using the rulebook or any other reference materials. Deadline to take the test is January 15; corrections are due by January 30.
- Successfully complete the Junior Scorekeeper certification requirements for the current season.
- Demonstrate the ability to officiate as a first referee at a rating tournament or clinic. New referees must have TWO passing ratings as R1. Returning referees must pass only ONE rating.
Responsibilities and entitlements of a Junior Level 1 Referee:
- After certification, Junior Level 1 Referees shall have the opportunity to referee their team’s officiating work assignments for sanctioned and other approved volleyball competitions within the Chesapeake Region.

To become certified or re-certify as a Junior Level 2 Referee you must do the following:
- Be a current member in good standing within Chesapeake Region - USA Volleyball.
- New referees must attend a Junior Referee Official’s Clinic. Junior referees that were certified in the 2010-2011 season need to watch the on-line clinic only and do not need to attend a referee clinic in person.
- Take and correct to 100% the approved USA Volleyball Form "Junior" written test for referees using the rulebook or any other reference materials. Deadline to take the test is January 15; corrections are due by January 30.
- Successfully complete the Junior Scorekeeper certification requirements for the current season.
- Demonstrate the ability to officiate as a first and second referee. New referees must have 2 passing ratings as both R1 and R2. Your rater must be a Junior National or National official. Returning referees must have 1 passing rating as both R1 and R2.
Responsibilities and entitlements of a Junior Level 2 Referee:
- After certification, Junior Level 2 Referees shall have the opportunity to referee their team’s officiating work assignments for sanctioned and other approved volleyball competitions within the Chesapeake Region.
- After certification, the Junior Level 2 Referees who is at least 14 years of age shall have the opportunity to work Junior Tournament assignments for volleyball competitions within the Chesapeake Region from Chesapeake assignor(s).

To become certified or re-certify as a Provisional Referee you must do the following:
- Be a current member in good standing within the Chesapeake Region - USA Volleyball.
- New referees must attend an Adult Referee Clinic. In subsequent years, you do not need to attend a clinic but you must view the on-line clinic found on the CHRVA website.
- Attain a minimum score (closed book) of 80% on the approved USA Volleyball Form "A" written test for referees and correct to 100% using the rulebook or any other reference materials. Deadline to take the test is December 31; corrections are due by January 15.
- Successfully complete the Provisional or Regional scorekeeper certification requirements.
- New referees must pass two rating/observations at a fellowship.
- Recerting officials must pass 2 ratings/observations during the regular season every other year obtained.
Responsibilities and entitlements of a Provisional Referee:
- After certification, the Provisional Referee will be entitled to wear the official Provisional patch and approved official’s uniform while officiating.
- After certification, the Provisional Referee shall have the opportunity to work assignments for sanctioned and other approved volleyball competitions within the Chesapeake Region from Regionally designated assignor(s).
- A Provisional Referee may elect to become a candidate for Regional Referee upon completion of two seasons as a Provisional Referee. The Provisional rating may be retained indefinitely provided all re-certification requirements are met.
- A Provisional Referee is authorized to officiate any USA Volleyball-sanctioned competition, including Junior Olympic Volleyball competition within the Region where certified, and in other Regions with the approval of the appropriate Regional referee chair.

To become certified or re-certified as an Adult Player Referee you must do the following:
- Be a current member in good standing within the Chesapeake Region - USA Volleyball.
- New referees must attend an Adult Referee Clinic. Recertifying referees must watch the online recertification clinic every other year. Watching every year is suggested so you stay up to date with rule changes and new techniques.
- Attain a minimum score (closed book) of 80% on the approved USA Volleyball Form "A" written test for referees and correct to 100% using the rulebook or any other reference materials. Deadline to take the test is December 31; corrections are due by January 15.
- Successfully complete the Provisional or Regional Scorekeeper certification requirements.
- Ratings: New referees must be rated/observed at a fellowship. 2 passing ratings are required. Recertifying officials must pass 1 ratings/observations obtained during the regular season in the same year they attend a clinic in person.
Responsibilities and entitlements of a Adult Player Referee referee:
- After certification, the player referee shall have the opportunity to work their team's work assignments for sanctioned and other approved volleyball competitions.
- Adult Player Referees cannot officiate as a paid, uniforned referee.

To become certified as a Regional referee you must do the following:
- Be a current member in good standing within the Chesapeake Region - USA Volleyball.
- Have a current background screening. This is a requirement starting with the 2012-2013 season since junior's competition may be used for training or rating purposes.
- Worked as a Provisional Referee for at least 2 years. This requirement may be waived as described below.
- Watch the online recertification clinic or attend a clinic in person.
- Attain a minimum score (closed book) of 80% on the approved USA Volleyball Form "A" written test for referees and correct to 100% using the rulebook or any other reference materials. Deadline to take the test is December 31; corrections are due by January 15.
- Successfully complete the Regional Scorekeeper certification.
- Be selected as a Regional Referee Candidate by the Referee Chair and Referee Development Program Director.
- Demonstrate the ability to officiate at the Regional Referee level as a first and second referee at the selected Regional Upgrade Tournament.
Requirement 3 above may be waived upon:
- Nomination by a USA National Referee or Junior National Referee, AND
- Recommendation by the Referee Development Program Coordinator, AND
- Approval by the Referee Chair.
To re-certify as a Regional referee you must do the following:
- Be a current member in good standing within the Chesapeake Region - USA Volleyball.
- Watch the online recertification clinic.
- Attain a minimum score (closed book) of 80 percent on the approved USA Volleyball Form "A" written test for referees and correct to 100% using the rulebook or any other reference materials.
- Successfully complete the Regional Scorekeeper certification.
Responsibilities and entitlements of a Regional referee:
- After certification, the Regional Referee will be entitled to wear the official Regional patch and approved official’s uniform while officiating.
- After certification, the Regional Referee shall have the opportunity to work assignments for sanctioned and other approved volleyball competitions within the Chesapeake Region from Regionally designated assignor(s).
- All Regional Referees are expected to work at least one Regional Tournament and work as a rater at fellowship tournaments.
- The Regional rating may be retained indefinitely provided all re-certification requirements are met.
- A Regional Referee is authorized to officiate any USA Volleyball-sanctioned competition, including Junior Olympic Volleyball competition within the Region where certified, and in other Regions with the approval of the appropriate Regional Referee Chair.
To transfer a Regional referee rating from another USA Volleyball Region you must do the following:
- Be a current member in good standing within the Chesapeake Region - USA Volleyball.
- Provide written confirmation of your current referee and scorekeeper certifications.
