Responsibilities and entitlements of a certified Junior Level 1Referee:

• shall have the opportunity to referee their team’s officiating work assignments for sanctioned and other approved volleyball competitions within the Chesapeake Region.
• this certification is for all junior players, coaches and parents who are affiliated with a Junior team and will be obtaining a certification to officiate during team tournament work assignments (not a paid official).

Responsibilities and entitlements of a certified Junior Level 2 Referee:

• shall have the opportunity to referee their team’s officiating work assignments for sanctioned and other approved volleyball competitions within the Chesapeake Region.
• Junior Level 2 Referees who are at least 14 years of age shall have the opportunity to work Junior Tournament assignments for volleyball competitions within the Chesapeake Region from Chesapeake assignor(s).
• This certification is for more experienced junior players, coaches and parents who have been previously fully certified, and are affiliated with a Junior team that will be obtaining a certification to officiate during their teams tournament work assignments

Responsibilities and entitlements of a Adult Player Referee:

• After certification, the player referee shall have the opportunity to work their team's work assignments for sanctioned and other approved volleyball competitions.
• Adult Player Referees cannot officiate as a paid, uniformed referee.
• This certification is for Adult players only who will be obtaining a certification to officiate during their teams tournament work assignments

Responsibilities and entitlements of a certified Provisional Referee:

• entitled to wear the official Provisional patch and approved official’s uniform while officiating.
• shall have the opportunity to work assignments for sanctioned and other approved volleyball competitions within the Chesapeake Region from Regionally designated assignor(s).
• may elect to become a candidate for Regional Referee upon completion of two seasons as a Provisional Referee. The Provisional certification may be retained indefinitely provided all re-certification requirements are met.
• is authorized to officiate any USA Volleyball-sanctioned competition, including Junior Olympic Volleyball competition within the Region where certified, and in other Regions with the approval of the appropriate Regional referee chair.
• This certification is for Adult members who would like to be paid officials in the region to officiate Junior and/or Adult tournaments during the season. 
   

Responsibilities and entitlements of a certified Regional referee:

• If you aren't sure what a REGIONAL referee means, contact the Referee Chair before you complete this curriculum.  A Regional referee is someone who works as a non-player referee.
• will be entitled to wear the official Regional patch and approved official’s uniform while officiating.
• shall have the opportunity to work assignments for sanctioned and other approved volleyball competitions within the Chesapeake Region from Regionally designated assignor(s).
• All Regional Referees are expected to work at least two In-region tournaments, at least one regional championship and work as an evaluator at fellowship tournament.
• The Regional certification may be retained indefinitely provided all re-certification requirements are met.
• is authorized to officiate any USA Volleyball-sanctioned competition, including Junior Olympic Volleyball competition within the Region where certified, and in other Regions with the approval of the appropriate Regional Referee Chair.

Becoming a certified Regional referee:

Provisional Referees who seek to upgrade their certification to Regional referee must do the following:

• Contact the CHRVA Referee Development Program (RDP) coordinator (RDP.coordinator@CHRVA.org) to express your interest.
  • This may be done as soon as you determine you are interested, even if you will not be ready to upgrade in the current season.
  • This must be done by December 15 in the season you aspire to upgrade your rating.
• Carefully review and ensure that you meet the USAV requirements found on the USA Volleyball Referee Training site.
  • See the "To be certified" section for "Regional Referee" under "Indoor Officials Certifications" shown below.

• Provisional referees must:
  • Have served a minimum of two full years to request an upgrade with a recommendation from a Regional referee to the RDP coordinator.
  • Have served a minimum of one full year to request an upgrade with a recommendation from a USA National or Junior National referee to the RDP coordinator.
  • Have completed the recertification process as a Provisional referee.
  • Be a certified scorer.
  • Be a current CHRVA member in good standing.
  • Have a current background screening, since junior's competition may be used for training or evaluation purposes.
  • Gain experience.  The single most important thing you can do is gain practical experience on the court as a referee (both R1 and R2).
• Seek feedback from other referees.  You can gain very valuable insights by simply asking for help.
• Use the resources on the USA Volleyball Referee Training site to improve your knowledge of the rules and skills as a referee.
• Consider attending RDP-sponsored training events.
• If invited by the RDP Coordinator, attend the full-day annual CHRVA Regional Upgrade Tournament (held in the February-April time frame each season) as a volunteer and receive passing ratings as both R1 and R2.  A candidate that does not pass in two successive years should not expect to be invited in the third year, but may reapply in a subsequent year.
